The Client

Citizens Law Group, Ltd. has represented distressed homeowners across Illinois since 2011. Founded by Joshua M. Martin, the firm handles foreclosure defense, short sales, loan modifications and bankruptcy, appearing regularly in Cook, DuPage, Lake, Will and Kane County courts.

Their legal work was never the constraint. Illinois is a judicial foreclosure state, which means homeowners have real statutory rights and real time to use them, and this firm knew exactly how to use both. The constraint was reach. Homeowners facing a foreclosure summons rarely know that defense is even possible, and the ones who search for help make that search once, under pressure, and hire whoever answers first.

We were brought in on a single scope: Google Ads Management. Not Search Engine Optimization (SEO), not the website, not brand. Paid search, and whether it could reliably produce signed foreclosure cases.

It's a narrow slice of a broader Digital Marketing for Law Firm engagement, but for a practice this size, paid search was the piece that mattered most.

Why Foreclosure Defense Is Hard to Advertise

Legal is among the most expensive categories in Google Ads, and foreclosure sits at the difficult end of it for four reasons.

1. The searcher is in crisis, not in market

Someone searching "foreclosure attorney Chicago" received a summons this week. They're frightened, possibly ashamed, and not comparison-shopping across five firms over a fortnight. They call one or two numbers. Speed of response matters more than polish.

2. The query pool is contaminated

Foreclosure-adjacent searches attract cash-buyer investors ("we buy houses"), loan-modification scam operations, DIY researchers, and homeowners well outside Illinois. A broad keyword set burns budget on people who will never become clients.

3. Geography is legally binding

An Illinois attorney can only represent Illinois clients. A lead from Indiana isn't a weak lead, it's an unusable one. Geo-targeting isn't optimisation here, it's a hard requirement.

4. Timing determines whether a case exists

Illinois judicial foreclosure runs 12 to 24 months from filing to sheriff's sale. A homeowner who calls early has options. One who calls a fortnight before the sale has almost none. The same query at two different moments produces two entirely different cases.

What We Built

Before a single ad went live, we built a dedicated landing page design and intake funnel. This is the step most firms skip, and it's the one that determines whether the ad spend works.

The landing page

Sending foreclosure traffic to a general law firm homepage is the most common and most expensive mistake in this category. A homeowner in crisis lands on a page offering estate planning, real estate closings, probate and bankruptcy, and has to work out which one applies to them. Most don't. They leave.

We built a single-purpose page that did four things:

  • Confirmed they're in the right place within one screen. Foreclosure defense, Illinois, this firm, this phone number.
  • Answered the fear before the pitch. Receiving a summons is not the end. Illinois is a judicial foreclosure state: the lender must sue and win before taking a home, and that takes time the homeowner can use.
  • Removed the risk of calling. Free consultation, no obligation, clear explanation of what happens on that call.
  • Made the phone the primary action. Click-to-call above the fold on mobile, with a short form as the secondary path for people who can't talk right now.

The intake funnel

Leads are worth nothing if nobody reaches them. We built the routing so every enquiry, call or form, landed with the firm immediately, with automated follow-up for anyone who didn't connect on the first attempt. In a category where the prospect is calling two or three firms in one sitting, response time is a competitive advantage in itself.

The Three-Campaign Structure

Most agencies pitching a foreclosure attorney run one search campaign. We ran three, because the same homeowner behaves differently depending on how and where they're searching.

Negative keywords did as much work as the keywords

An aggressive negative list is what separates a 50% qualification rate from a 15% one in this category. We systematically excluded investor intent ("sell my house fast", "cash for homes"), DIY research, out-of-state modifiers, employment queries, and loan-modification-scam adjacent terms, and kept refining it monthly as new patterns appeared in the search terms report.

Geography was set to the courts, not the city

Targeting followed the counties the firm actually practises in: Cook, DuPage, Lake, Will, Kane, McHenry and Kendall, rather than a radius around a Chicago address. A homeowner in Naperville is a viable client; one across the Indiana border is not, regardless of how close the pin looks on a map. That distinction matters more here than it would for a typical Local SEO strategy, where a simple radius around the office is usually close enough.

The number we'd point to first: a signed foreclosure case costs $1,200 to acquire and returns roughly $7,000. That's the unit economic that makes this scalable, and it's why the firm has kept the campaigns running for four years.

The metric that matters more than any of these

Four years. Month-to-month. No contract.

Citizens Law Group has never been locked into a term with us. Every month for four-plus years has been an independent decision to continue, and every month they have. That's roughly 48 consecutive renewals in a category where agency relationships routinely end inside a year.

Any agency can produce one strong quarter and screenshot it. Very few can show a client who chose to stay when walking away cost nothing.

Why 40% Unqualified Isn't a Problem

Half of the leads qualify. Forty per cent don't. We report that openly, because in foreclosure defence a 100% qualification rate would be a warning sign, not an achievement.

Unqualified here mostly means one of three things: the homeowner is outside Illinois, they're too late in the foreclosure timeline for meaningful intervention, or their situation calls for a different practice area entirely. Those calls still get answered and still get honest guidance, which is part of why the firm's reputation holds up.

Tightening targeting far enough to eliminate that 40% would also strip out a meaningful share of the qualified half. The searches that produce a viable case and the searches that produce a near-miss look nearly identical at the query level. The economics only need the qualified half to work, and at $1,200 per signed case against $7,000 in value, they work comfortably.

The lesson generalises: optimise for cost per signed case, not for lead quality percentage. A campaign with 90% qualified leads and four times the cost per lead is a worse campaign.

Why It Worked

The landing page came before the ads

The single highest-leverage decision was refusing to send paid traffic to a multi-practice homepage. A firm offering seven practice areas needs a dedicated page for the one it's advertising. Everything downstream, Quality Score, cost per click, conversion rate optimization, cost per case, improves from that one change.

Three campaigns beat one

Search, call-only and local each capture a different behaviour from the same underlying need. Running only search leaves the mobile crisis-caller and the proximity searcher to competitors.

The negative list was treated as ongoing work

The 50% qualification rate isn't a starting condition: it's the result of monthly search-term review over four years. Foreclosure query patterns shift with the housing market, and a negative list built once decays.

Speed to contact was designed in, not assumed

A homeowner facing a court deadline calls two or three firms in one sitting and retains whoever engages first. Fast routing and automated follow-up converted leads that would otherwise have gone to whoever picked up sooner.

We optimised to signed cases, not to leads

Reporting on lead volume would have made the campaigns look better and perform worse. Tracking through to signed cases is what kept spend concentrated on the keywords, times and locations that actually produced clients. That's the difference between generating leads and running an actual Lead Generation strategy: one counts volume, the other counts outcomes.

What This Means for Your Firm

If you're a legal practice weighing Google Ads, four things from this engagement generalise:

  1. Know your average case value before you set a budget. Everything follows from it. At $7,000 a case, $1,200 in acquisition cost is an obvious yes. At $1,500 a case, it isn't, and that changes the entire strategy.
  2. Build the landing page first. Paid traffic to a general homepage is the most expensive mistake in legal advertising.
  3. Expect a meaningful share of unqualified leads, and judge the campaign on cost per signed case instead.
  4. Treat negative keywords as ongoing work. The list is never finished.
